Speed cameras coming to Baltimore Avenue (State Route 13)

Philadelphia Mayor Cherelle Parker has recently signed a law allowing the installation of automated speed cameras along State Route 13 in West and North Philadelphia, which includes Baltimore Avenue.

“This program is a key part of making Philadelphia safe for all citizens, whether they are traveling by foot, bike, public transportation, or car,” Mayor Parker said. “…Automated Speed Cameras work and they help save lives.”

The bill unanimously passed City Council on December 5, 2024.

State Route 13, which runs along Baltimore Avenue, 38th Street, Powelton Avenue, 33rd and 34th Street, Girard Avenue, Hunting Park Avenue, Roosevelt Boulevard, Levick and Robbins Street, and Frankford Avenue, is ranked the 2nd most dangerous state route in Philadelphia. From 2019 to 2023, the route experienced 123 fatal and serious injury crashes, 160 speeding-related crashes, and 258 pedestrian-involved accidents, according to the City’s Office of Transportation and Infrastructure Systems (OTIS).

Automated speed cameras were first used by the City, in partnership with the Philadelphia Parking Authority (PPA), in 2020 along Roosevelt Boulevard considered the city’s most dangerous road. Thanks to this pilot program, which was permitted by the state legislature, speeding along this road has reduced significantly and pedestrian-involved crashes have been reduced by 50 percent.
