The SHCA monthly board meeting will be held this Tuesday, Sept. 11 at the Spruce Hill Center (257 S. 45th St.). Community members are invited to learn more about the proposal for the development of the Provident Mutual Life Insurance building at 4601 Market Street, which will be presented by Andrew Eisenstein, founder of Iron Stone Real Estate Partners.
After the Kenney administration cancelled plans to relocate Philadelphia police headquarters into the building last year, the city began seeking other potential developers for the 15-acre property. Iron Stone was selected as a developer for the building, and their plan is to transform the building and the surrounding land into a public health campus, according to a recent report by Philly.com.
Iron Stone, a Philadelphia-based developer, will partner with the Public Health Management Corp. health institute on this project.
The meeting will begin at 7:30 p.m.

Philadelphia mayor Jim Kenney will be a featured speaker at an upcoming Spruce Hill Community Association’s annual meeting on Tuesday, Nov. 14 at the Penn Alexander School Cafeteria (43rd and Locust). The mayor will address the future of the former Provident Mutual Life Insurance Building at 4601 Market (pictured).
The site was chosen by former mayor Michael Nutter administration for the new police headquarters and has been undergoing renovations since 2014. But, the Kenney administration canceled the plans to relocate the Police Headquarters to the site in the spring of 2017. In August, the city began seeking a new developer for the site. The City’s revised plans for new Police Headquarters have been revealed and they no longer include the former Provident Mutual Life Insurance Co. building at 46th and Market.
The Kenney Administration announced on Wednesday that it wants to relocate the Philadelphia Police Department headquarters to 400 N. Broad St., the former Philadelphia Inquirer/Daily News building in Center City. The West Philadelphia site at 46th and Market had been selected by the Nutter Administration and has been undergoing renovations since 2014. The City has already spent about $50 million on purchasing and renovating the 90-year-old Provident building. Continue Reading

The major redevelopment project of converting the long-vacant former Provident Mutual Life Insurance building site into a public services complex, including headquarters for the Philadelphia Police Department, has been going on for about a year and a half now. Recently we checked on the site and saw that the 88-year-old building’s facade was already partially renovated.
According to this sign posted at the site, the work on the building’s facade and roof improvements is expected to be completed in December 2016.
As we reported earlier, the whole complex, which will also house the Department of Public Health and the Medical Examiner’s Office and Morgue and will include a plaza with public art installations, is expected to be completed by 2018. The complex will stretch from 46th to 48th Street and from Market Street to Haverford Avenue.

The developers of 4601 Market St., which includes the stately, gold-cupolaed Provident building, are reportedly moving ahead with plans to build six apartment buildings, including an 18-story tower, on the site.
Executives with Iron Stone Real Estate Partners, which purchased the property in 2019, told The Philadelphia Inquirer’s Jake Blumgart that the firm is moving ahead with plans to add 1,240 apartments on the site, which stretches west along Market Street from 46th to 48th Streets and north along 46th Street to Haverford Avenue.
The property is zoned CMX-3, a mixed-use designation that means the residential buildings will likely be constructed “by right” with little required community input on things like the inclusion of affordable housing. Continue Reading

Three West Philly neighborhood organizations have written to Mayor Jim Kenney to express their disappointment with the decision to pull the plan to move police headquarters to the old Provident Mutual Life Insurance Building at 4601 Market St, calling the decision “stunning.”
In May, the city canceled plans devised during the Nutter administration to relocate the police headquarters. Instead, it will reportedly move to the former Philadelphia Inquirer building at 400 N. Broad St. The city has spent about $50 million to purchase and renovate the 90-year-old Provident building.
The community associations of Garden Court, Spruce Hill and Walnut Hill neighborhoods also asked that the city continue to renovate the building and include the community in decisions about its future use. Continue Reading
