The one-story building on the southeast corner of 46th and Spruce, the former Transition to Independent Living Center, will be demolished soon, six years after it was gutted by a fire. A permit for the demolition of the building was issued on July 19, 2017.
The proposal for construction of a mixed-use apartment building in that location was approved by the Zoning Board of Adjustment in June 2016. The developers presented their plan to build a 21-unit, mostly two-bedroom apartment building at 4534-36 Spruce St. in a series of public meetings with the Spruce Hill Zoning Committee in early 2016. According to the proposal, which was approved by the ZBA, it will be a four-story building, with a roof deck and three ground-floor retail spaces. You can see the building rendering in this photo:

A revised proposal to build a 49-unit, 6-story apartment building on a parking lot at 4045 Baltimore Ave. will be considered at an upcoming Spruce Hill Community Association zoning meeting scheduled for Wednesday, Aug. 2. Officials from New Horizon Housing, which owns the lot, presented the previous proposal at the Spruce Hill zoning meeting on June 16, but it wasn’t approved by the City’s Zoning Board of Adjustment. This Wednesday will be the third time the construction project will be presented to Spruce Hill residents.
Community members are invited to the meeting to learn more about the design alterations for the building.
“[There was] some trouble with the design [of the] entryway and elevator shaft prominence,” according to Spruce Hill Zoning Committee Chair Barry Grossbach. Also, the initial plan of having a commercial space in the building had to be reconsidered because the space is limited.
Wednesday’s zoning meeting will also consider an application for a commercial operation in a newly constructed residential building at 43rd and Sansom (123 S. 43rd St). The meeting will take place at the SHCA office at 257 S. 45th Street, beginning at 6:30 p.m.

A proposal to build a 49-unit, 6-story apartment building on a parking lot at 4045 Baltimore Ave. was largely met with approval during a hearing before the Spruce Hill Community Association zoning committee last night.
Officials from New Horizons Housing, which owns several buildings in the area including one next door the proposed structure, told the zoning committee that their vision when they bought the property in 2001 was to eventually build more apartments on the parking lot. An apartment building occupied the space until a 1980s fire destroyed it, creating a vacant space that was transformed into the present-day parking lot.
Demand for parking lot spots among residents in the adjacent New Horizons building at 4045 Baltimore has dwindled in recent years. People in the community are renting fewer of the spots as well, according to New Horizons general manager Russell Galligher. Continue Reading

The Walnut Hill Community Association will hold a public zoning meeting on Tuesday, March 7, to discuss a few development projects proposed in the area.
Developers have requested zoning variance for construction of a four-story, nine-unit apartment building at 4622-24 Sansom St. The building will include a roof deck with a pilot house and a covered porch (see rendering image). The building’s height is requested at 38 feet. Continue Reading

Developers are interested in building a high-rise apartment building at 4125 Chestnut St., according to reports. A 17-story residential tower is being proposed for the site currently occupied by Wash N Lube car wash. The 240-unit tower will include 4,158 square feet of ground- and second-floor commercial space, as well as 82 underground parking spots, according to a report by Philly.com. The plans were posted last week on the city’s Civic Design Review board website.
The project developer has been identified as CRP Builders, and architect Hyon Kang of KCA Design Associates LLC was listed as the project’s applicant. The next design review board meeting is on Tuesday, March 7, where the project may be considered. Please check their website for more information and updates.

The owners of a parking lot on the 4000 block of Baltimore are proposing a five-story, 55-unit apartment building.
New Horizons Housing, which owns the lot at 4045 Baltimore Ave. (see Google Street View image below) and an adjacent apartment building, brought the proposal before the Spruce Hill Zoning Committee last night for feedback. A formal zoning request has not yet been made.
An apartment building once stood on the lot, but burned down in the mid 1980s. The proposed building would include mostly 450-square-foot, one-bedroom units and a few studios.
Under one version of the proposal, the plan includes a small 900-square-foot retail space. Concerns included the proposed building’s height. At 71 feet, it would be about 15 feet higher than a nearby apartment building (owned by the same developers) and would be the tallest structure in the immediate area. Continue Reading
