Body-art fans will be happy to learn about a new business coming to Cedar Park. Spirited Tattooing Coalition (Facebook page) will be opening at 49th and Baltimore Ave next week. Shop owner and tattoo artist Jasmine Morrell said she set out to open the shop as the first openly queer and a person of color to open a business like this in the city of Philadelphia.
“I wanted to be able to create a healthy and safe environment around tattooing people’s bodies and dismantle the abrasive and sometimes harsh environment that comes with the industry standard,” said Morrell.
The mission is to create a safe space where the staff will be trained in tolerance and inclusiveness to battle sexism, racism and homophobia that has been present in the tattooing industry. She completed her apprenticeship in 2004 and has been tattooing ever since. With a little over 10 years of experience, she felt ready to have her own space.

“The industry is dominated by one type of person, it tends to be very male-white-centric. When there are women in the industry or the shop, it’s almost like they’re being commodified and not being valued as a person. I mean that’s a lot of industries. But I think American tattooed culture is bred as this American tough guy attitude. The reality is that it’s an art form, it stems from a different culture that does not relate to that,” said Morrell.
Spirited Tattooing Coalition began a month-long IndieGoGo crowdfunding campaign in November, but only hit a little over one-third of the fundraising goal. “I’m a first time business owner and it’s definitely scary but I’ve had so much support though, it doesn’t feel like I’m doing it completely alone,” Morrell said.
Spirited Tattooing Coalition is located at 4918 Baltimore Ave. The space was previously occupied by the A.M.S. International Market, which closed in June, but has since been transformed into a different type of retail space. The space above will remain a residential apartment space. The current space will not only run as a tattoo shop but also a fine arts gallery, with portion of the floor dedicated to being consignment goods.
Friday, March 13th will mark the official Grand Opening – the shop will be open from noon-9 p.m. Regular business hours will resume the following day: Monday-Saturday noon-9 p.m. The shop will be closed Sunday.

Philippe Holland
The 20-year-old pizza deliveryman who was shot several times last April by plain-clothes cops who thought he was trying to run them over near 51st and Willows in the Cedar Park neighborhood is suing the city.
The officers reportedly approached Philippe Holland, who had just finished a delivery, on the sidewalk with their guns drawn. They were searching for a suspect in an earlier shooting. Holland contends that 18th District officers Mitchell Farrell and Kevin Hanvey approached him as he was getting into his car and that he thought they were robbers. Farrell and Hanvey opened fire as he tried to drive away. Holland was struck in the head, neck and leg.
Police Commissioner Charles Ramsey apologized to Holland soon after the shooting. West Philly residents raised money for Holland’s medical expenses and more than 100 signed a petition asking that the results of the investigation be made public. It was hoped that the shooting might prompt more transparency in police shootings, which spiked in 2012 and prompted Ramsey to request a federal review of the department.
One result has been the posting of some information from officer-involved shootings online.
Here is what the posting on that site says about the Holland case:
PS#14-15
04/22/14 On Tuesday, April 22, 2014, at approximately 9:56 P.M., two on-duty officers in an unmarked vehicle and in civilian attire heard gunshots in the area of 51st street and Baltimore Avenue. While surveying the area, the officers observed a male walking south on 51st street toward Willows Avenue, with his hands inside his pockets. The officers identified themselves as police officers and ordered the male to stop. The offender opened and entered the front passenger door of a Ford Taurus that was parked in the 5100 block of Willows Avenue. The offender positioned himself in the driver’s seat and drove the vehicle initially in reverse, and then forward toward the officers. In response, both officers discharged their firearms, striking the offender. The offender was transported to the Hospital of the University of Pennsylvania for treatment. There were no other injuries as a result of this incident. No weapon was recovered.

Water mains on these Cedar Park blocks will soon be replaced (click to enlarge).
Cedar Park residents will see a major water and sewer main replacement work this year, according to an announcement posted today by the community association Cedar Park Neighbors. The Philadelphia Water Department (PWD) has contracted Nello Construction Company to replace water mains on eight blocks in the Cedar Park area:
• Beaumont St from 48th St. to 49th St.
• Florence Ave from 48th St. to 49th St.
• Florence Ave from 49th St. to 50th St.
• Florence Ave from 50th St. to 51st St.
• Saint Bernard St from Warrington Ave. to Florence Ave.
• Saint Bernard St from Warrington Ave. to Florence Ave.
• 48th St from Beaumont St. to Florence Ave.
• 50th St from Pentridge St. to Florence Ave.
The construction work is expected to go on for all of 2015, and there is no set schedule for when work on each block will be done. The replacement of old water and sewer mains is necessary to prevent breakages and system failures. The Water Department works to replace water mains approximately every 100-120 years, according to the project information.
Residents on the affected blocks should expect minor disruptions of water service during the construction work, for 1-2 hours while house connections are made and for 4-8 hours while water main connections are completed. Residents will be notified in advance when water service outages are scheduled, according to PWD. Construction hours will be from 7 a.m. to 4 p.m. Street parking during these hours may be restricted.
