The City’s revised plans for new Police Headquarters have been revealed and they no longer include the former Provident Mutual Life Insurance Co. building at 46th and Market.

The Kenney Administration announced on Wednesday that it wants to relocate the Philadelphia Police Department headquarters to 400 N. Broad St., the former Philadelphia Inquirer/Daily News building in Center City. The West Philadelphia site at 46th and Market had been selected by the Nutter Administration and has been undergoing renovations since 2014. Mayor Jim Kenney’s administration is rethinking the much publicized move of the police headquarters to 46th and Market, despite the start of $250 million in renovations and plans for an art installation and possibly even a new Police Athletic League branch.

According to reports first in Phillymag.com and then Philly.com, the Kenny administration is assessing the feasibility of moving police headquarters from its current location at 750 Race St. to the old Philadelphia Inquirer building at 400 N. Broad, leaving the future of the sprawling 87-year-old Provident Mutual Insurance Co. campus at 46th and Market in question. Kenney told Philly.com that the plans to move to West Philly are now “up in the air.”

In a proposal devised by Michael Nutter’s administration, the Provident campus was planned to be renamed the Public Safety Services Campus and would include the Department of Public Health and the Medical Examiner’s Office. But Kenney told Philly.com yesterday that the Provident campus might be better for “health-related” services and that moving police to the Inquirer building would place it near City Hall and other downtown offices.

The City Council approved more than $250 million in funding to complete the renovations at the Provident, which were scheduled to be completed by December.

The major redevelopment project of converting the long-vacant former Provident Mutual Life Insurance building site into a public services complex, including headquarters for the Philadelphia Police Department, has been going on for about a year and a half now. Recently we checked on the site and saw that the 88-year-old building’s facade was already partially renovated.

According to this sign posted at the site, the work on the building’s facade and roof improvements is expected to be completed in December 2016.

As we reported earlier, the whole complex, which will also house the Department of Public Health and the Medical Examiner’s Office and Morgue and will include a plaza with public art installations, is expected to be completed by 2018. The complex will stretch from 46th to 48th Street and from Market Street to Haverford Avenue.

We are starting to get an idea of what the hulking, long-vacant Provident Mutual Life Insurance Building at North 46th and Market Streets will look like a few years from now. The building is being converted into a public services complex that will house the headquarters for the Philadelphia Police Department and the Department of Public Health, including the city’s coroner’s office and morgue.

Designers unveiled some drawings this week of a spiffed up Provident Building, complete with lots of greenery and a couple of out buildings removed. PlanPhilly reports that on November 17 artists who responded to a competitive call for a public installation that will be the centerpiece of a public plaza at 46th and Market are scheduled to present their ideas to designers. The city will draw $675,000 from its Percent for Art program to pay for the installation.

Two buildings on the west side of the site, a powerhouse (with a large smokestack near the El tracks and an auditorium) will be demolished. Ballinger Architects is designing the complex.

The complex is scheduled to be completed by 2018.

Work on the new police headquarters at 46th and Market has officially begun, with a groundbreaking ceremony taking place on Monday.

The 87-year-old Provident Mutual Life Insurance Co. building, will undergo renovation and will host the Philadelphia Police Department headquarters, which will move from their current Center City location at 8th and Race. The building will also be home to the medical examiner’s office, morgue and the Department of Health public laboratories.

“[It] will be known as the Philadelphia Public Safety Services campus,” mayor Michael Nutter said at the groundbreaking ceremony.

The building renovation will cost about $250 million. Two bills were introduced earlier this year by Councilwoman Jannie Blackwell that allowed the city to borrow this sum. The building is expected to open in 2018.

The Provident Mutual Life Insurance Co. building was included in the endangered properties list by the Preservation Alliance of Philadelphia in 2010. After Provident left the building in 1983 it was occupied by various non-profits for many years, but has been vacant for the past six years.

 
Mayor Michael Nutter revived plans yesterday to renovate West Philadelphia’s landmark Provident Mutual Life Insurance Co. building at 46th & Market into a new, “state of the art” police headquarters. The sprawling 86-year old building, which sits on 15 acres, has been partially vacant since 1983 when the company abandoned it and was featured on the endangered properties list.

“This is a smart consolidation which will allow us to sell existing assets, create new opportunities for development at those sites, and revitalize part of West Philadelphia much in need of investment,” Nutter said during his annual budget speech during a City Council meeting yesterday.

Under the plan, the building would also host the City morgue and Health offices.

The move would leave the current headquarters, the aging “roundhouse” near 7th and Race streets, empty. Its sale could help offset the renovation of the Provident building.

The plan, which would have cost about $70 million, was originally proposed in 2008 but was shelved due to the recession, Philly.com reports. The cost of the current renovation project will be determined during the design process in the next year. The building renovation may take up to two years.

The city is also building a juvenile detention center on five acres at the site.
