Update (3:36 p.m.): Police have identified the victim as 20-year-old Philippe Holland from Upper Darby. The Philadelphia Inquirer is reporting that Holland works for Slices and More in Upper Darby. A police report that we received on Wednesday afternoon stated that when ordered to stop, Holland fled to his gold Ford Taurus on Willows, backed out the parking spot and drove “forward toward the officers.” Two officers fired several shots each, striking both Holland and the vehicle. Holland, who was delivering a pizza to a home nearby, was shot in the leg, neck and head. He remains in critical condition at HUP.

A top Philadelphia Police official told reporters on Wednesday that the man plain-clothes police shot last night near 51st and Willows may have been a pizza delivery driver who tried to flee in his vehicle because he thought he was being robbed.

The shooting took place at about 10 p.m. on Tuesday night when police responded to gunshots near 51st and Baltimore. Neighbors reported hearing a couple of shots fired in the area and after a couple of minutes more shots.

Deputy Commissioner Richard Ross told reporters that the man was walking down the sidewalk when police approached him and identified themselves. Ross said the man apparently misunderstood the officers and fled to his car and drove at a high rate of speed toward the officers.

“The officers then discharged out of fear for their lives,” Ross said.

The man was struck three times, according to police. He is expected to survive.

Ross said the man was unarmed. No police officers were injured in the incident.

An investigation into the shooting is underway.

The University City District (UCD) and the Philadelphia Police Department (PPD) received an award from the MetLife Foundation this week for their “extraordinary partnership to improve community safety.” The $20,000 award was presented on Monday at the UCD office at 39th and Chestnut by MetLife Managing Director David Fleisher.

The UCD-Philadelphia Police partnership was selected from more than 540 applicants nationwide for a MetLife Foundation Community-Police Partnership Award, a program administered by the Local Initiatives Support Corporation (LISC). This is the second time the partners are being honored by MetLife Foundation and LISC. In 2004, UCD and the PPD were recognized for their successful revitalization and safety work for the Baltimore Avenue Commercial Corridor Initiative.

“UCD recently completed a 15-year analysis of crime trends in the neighborhood, and determined that—while serious crime in the entire city has fallen by more than 20% since 1998—serious crime in University City has been cut in half over that same time period…This stands as a testament to the incredible partnership between the Philadelphia Police Department and UCD, as well as the major investment in policing and public safety by Penn, Drexel and many other University City institutions,” said UCD executive director Matt Bergheiser.

The monthly community meeting with 18th District police officers, which usually takes place at the Calvary Center at 48th and Baltimore, will be held in Clark Park (43rd and Baltimore) tonight, beginning at 6 p.m. As always, Lt. Brian McBride and Sgt. Ron Washington of the University City Division of the Philadelphia 18th Police District will be there to answer your questions and hear your concerns and discuss crime in the area and other neighborhood issues.

Residents are also invited to meet police officers who work in the neighborhood during a public Police Roll Call at the park. Last month Cedar Park residents got a chance to meet and greet 18th District police officers at the public outdoor roll call (see photo below).

Update (April 17, 11:36 a.m.): We have received information that the other dog, which was taken to ACCT Philly, was euthanized due to injuries suffered in the shooting.

Update (8:13 p.m.): Police responded to a report of vicious dogs. One was shot and killed on the scene, police said. The other has been taken to the animal shelter on West Hunting Park Ave.

8:00 p.m.: Police reportedly shot two dogs on 48th Street between Pine and Osage. A reader who lives across the street reported hearing two loud pops just before 7 p.m. and then saw two dogs lying on the street surrounded by several police officers.

“I heard two pops and saw the direction of where people were looking. I went to the window and saw two dogs down. One not moving and the other wounded and moving only the head area. Six cop cars were already there so it is safe to assume that they may have shot the dogs. Cops have streets blocked off. The other dog’s movements have almost stopped. Dogs have no leashes nor do I see a visible owner or owners of the dogs.”

By the time we got to the scene (around 8 p.m.) the police were gone and the street was cleared.

Beginning this week, there will be an increased number of police and security officers on and near the University of Pennsylvania campus, according to an announcement by Provost Vincent Price and Executive Vice President Craig Carnaroli. There have been a few armed robberies on and near campus in the past week, including a daytime gunpoint robbery at a food cart at 38th and Walnut on Tuesday.

“Numerous additional overtime shifts have been added and other patrols have been redeployed to higher risk areas to ensure a visible police presence that we hope will deter any criminal activity. In addition, undercover police will be monitoring any suspicious activity around campus.  We have also increased CCTV Virtual Video Patrols through our 120 Pan, Tilt, Zoom CCTV cameras on- and off-campus,” message reads.

Police inspect one of the two vehicles involved in an accident this evening near 46th and Hazel.

A collision near the intersection of Hazel Avenue and 46th Street was the result of a driver trying to elude police, an officer at the scene said.

The accident occurred at about 7:15 p.m. on Saturday. A police officer at the scene said the driver of one car “panicked” when he saw a police car, sped up and collided with another car. The officer said there were no serious injuries.

Witnesses said that one person fled the car being chased and another was arrested. We’ll pass along more information as we get it.
