The next Spruce Hill Community Association’s Zoning Committee meeting will take place Thursday, Aug. 19 at 6 p.m. (see more details below). The meeting will focus on several development projects proposed along Chestnut Street – from 40th to 46th Street:
4519-45 Chestnut Street: Six-story residential development with 327 units is being proposed on an existing parking lot at West Catholic High School.
4145 Chestnut Street: A residential building with 136 units and ground floor commercial/retail;
4301-29 and 4331-37 Chestnut Street: A seven-story mixed use complex with 275 residential units. Continue Reading

The West Philadelphia nursing home that is proposing to construct an 83-unit apartment building on a former dog park at 48th and Chester introduced its plan to an online community meeting last night.
Owners of the Renaissance Healthcare and Rehabilitation Center seek to combine several land parcels adjacent to the nursing home and are asking the city’s Zoning Board of Adjustment (ZBA) for a blanket zoning designation that would allow them to erect the four-story building. A Sherwin-Williams paint store is being proposed at 4237 Walnut Street (see photo), the commercial building formerly occupied by a health center and other health-related businesses. The Spruce Hill Community Association’s Zoning Committee will hold a virtual meeting this Wednesday, Dec. 16 to discuss signage for the proposed store. Community members are invited to join the meeting via Zoom (see more information below).
This location was in the news last year when ILERA Health Care was considering to open a medical marijuana dispensary there. That proposal met stiff opposition from the Masjid Al-Jamia mosque across the street, among others, and was scuttled. Continue Reading

An online zoning meeting this Thursday will focus on a proposed 83-unit apartment building on the site of a shuttered dog park and other properties near 48th and Chester, adjacent to the Renaissance Health Care & Rehabilitation Center.
Renaissance seeks to combine several properties it owns – including an empty lot at 4720-24 Chester Ave. (formerly the Chester Avenue Dog Park), and adjacent properties at 1115 and 1119 S. 48th St. The properties are zoned RTA-1, RM1, and Commercial Mixed-Use (CMX-2). The proposal also seeks a single zoning designation for the new lot. Continue Reading

The Spruce Hill Community Association’s Zoning Committee is resuming its meetings this week after a several month break. This month’s meeting will be held Wednesday, Sept. 30 at the Restaurant School parking lot (4207 Walnut St.). Socially distanced seating will be available for attendees (all attendees are asked to wear masks or facial coverings). Parking is also available free of charge.
The meeting will begin at 7:30 p.m. and will discuss the following development proposals:

A monthly Spruce Hill Community Association (SHCA) Zoning Committee meeting will take place tonight (Monday, Oct. 21) at the Spruce Hill Center (257 S. 45th St).
One of the items on the agenda of the meeting is a “by right” development for construction of a new 7-story mixed use building at 4240 Chestnut Street. The building will include 102 residential units on floors 3-7 with a garage for 40 underground parking slots, 34 bicycle spaces and trash rooms. The first two floors will house new space for Intercultural Family Services, currently located at 4225 Chestnut St., with a separate entrance, elevators and services.
A “by right” development means that the developer doesn’t need to apply for a zoning permit to proceed with construction. However, some developers still want to present their projects to the community for informational purposes. A community RCO (Recognized Community Organization), such as SHCA, has no legal sway over a “by right” project, but it can make suggestions and recommendations that a project’s development team can consider and potentially implement.
